County taps Norman company for pre-trial release program

LAWTON – Comanche County has hired a Norman-based company to run the county’s per-trial release program and develop other programs aimed at helping the county reduce its incarceration costs.

 

The Comanche County Commission unanimously approved on Monday a contract with Court Related Services LL, which offers court supervision services and drug testing to cities across Oklahoma. The company currently operates in Cleveland, Comanche, Garvin, McClain and Tillman counties.

 

Court Related Services will supervise inmates who have been released from jail through personal and/or electronic GPS monitoring, according to the agreement. The company will bill the county $10 per client for each day of supervision.

 

CRS will also provide additional services based on clients’ needs, according to the agreement. Those services may include, but are not limited to:

• An initial assessment with a qualified provider to determine clients’ risks and needs.

• Mental health assessments from qualified mental health providers.

• Daily assessments of applicants while they are in jail.

• Monitoring daily call-ins from clients once they are released from jail.

• Monitoring curfews.

 

CRS will send the county a monthly invoice, which will list the number of clients served and the services provided for each client, according to the agreement. The invoice will also list monthly expenses for the pre-trial release program, including costs and salaries.

 

The agreement begins Oct. 1 and continues through June 30, 2023. Comanche County will pay CRS up to $80,000, which includes inmate payments, per year for the pre-trial release program.

 

The money will come out of the county’s share of American Rescue Plan Act dollars.
